They've had fortunes sunk into them and most are run by entities that will Just like this Fukushima incident shows let them run without being capable of dealing with emergencies. The layouts are all crazy with backup generators and spent fuel rods in the worst locations possible. No one can be trusted with the reponsibility of keeping the world safe from nuclear accidents. Chernobyl never had the ability to release nuclear materials directly into the water which is close to currents which will spread this who knows how far. When this is all finally accounted for this will most likely actually affect more people than Chernobyl especially since no one really has anykind of plan to control this situation.
