Microsoft releases KB5008295 update to all Windows 11 users as an out-of-band patch
It recently came to light that a series of problems with Windows 11 -- including apps such as Snipping Tool not working -- were caused by an expired certificate.
Having determined the cause of the issues, Microsoft released a fix; the bad news being that it was only made available to Windows Insiders. Now the patch has been given a wider release and can be downloaded by all Windows 11 users as an out-of-band update.

Making the KB5008295 update available to everyone who wants it, Microsoft explains that it: "updates a known issue that might prevent some of you from opening or using certain built-in Windows apps, such as the Snipping Tool, the Emoji Panel, or the Touch Keyboard".
The company goes on to share details of the improvements included in the non-security patch:
Addresses a known issue that might prevent some users from opening or using certain built-in Windows apps or parts of some built-in apps. This issue occurs because of a Microsoft digital certificate that expired October 31, 2021. This issue might affect the following:
- Snipping Tool
- Touch Keyboard, Voice Typing, and Emoji Panel
- Input Method Editor user interface (IME UI)
- Getting started and Tips
Addresses a known issue that prevents the Start menu and Settings app from opening as expected (S-mode only).
Microsoft assures users that there are no known issues with the update.
The update can be downloaded via Windows Update, Microsoft Update, WSUS or from the Microsoft Update Catalog.
