Who Stalks My Cam is a free Windows application which alerts you to dubious software attempting to access your webcam.

The download unzips to a regular installer, but there’s also a portable version if you just want to take a quick look. Once it’s running, Who Stalks My Cam displays an audio alert and a popup whenever a program tries to access your webcam.

You don’t have a webcam-enabled application? Clicking Phrozen > Webcam Testing opens a built-in webcam display. Choose your camera, click Start, you should see a webcam image and get an alert.

If the popups are annoying then they can be tweaked in various ways -- sound disabled, display time reduced -- or turned off entirely.

Elsewhere, a simple "Webcam Events" log lists all recent webcam accesses, including the process and parent process responsible, the start and end date, and the duration.

There’s an option to build a whitelist of applications which have permission to use the webcam, and block access to everything else.

You can alternatively apply more general rules. For example, if the webcam is accessed by a background process, you can tell Who Stalks My Cam to close it again, or to terminate the process.

Who Stalks My Cam is a convenient webcam monitor which already has some useful features, and the developer is promising more soon. "In the very near future, it will have features that enable it to support all other spying problems, including microphone and key logger spying, among others".
